Superintendent of Police. This arrangement will permit one of the Deputy Superintendents to organize and take complete charge of the Detective Sub-Department of the Police which he has hitherto only generally controlled in addition to his other duties.

Sir R. E. Stubos in his telegram of the 12th April (vide also your despatch No.117 of the 21st April) asked for a number of European Police to strengthen that branch of the Force, and two of these have already arrived.
5. It is hoped that the addition to the local Police Force of a number of Northern Chinese from the Weihaiwei Police now in process of arrangement will considerably strengthen the Force, by providing a non-local backbone which may be expected to be proof against intimidation. These men will replace Indian Police should there be a falling off in recruits as seems not improbable judging by what is happening in India. For the moment, however, recruiting of Indians is good, but the type of
recruit has fallen off in a very marked degree since recruiting re-opened in 1919 after the conclusion of the
var.
6. The information department of the Secretary
for Chinese Affairs consists of a body of men known as the District Watchmen Force, and the situation as regards this
body of men is somewhat delicate. After much consideration,
the Secretary for Chinese Affairs recommends, and I concur
with his recommendation, that no action should be taken in
this respect by way of reorganization for the following
The Force is paid almost entirely by voluntary subscriptions, and is managed by the District Watchmen Committee composed of prominent local Chinese, who represent the subscribers. Enquiry and action would necessarily be a matter for the Committee, which shows the greatest reluctance to carry the subject any further. Action "by
